EXPERIENCE
Health Facility Administration: Currently serving as executive director for a non-profit organization with an approximate $6.5 million annual budget providing a broad range of services to approximately 150 developmentally disabled adults in central Oklahoma. The organization operates two nursing facilities, five group homes, two sheltered workshops, community supervision, assisted living, retail stores, and other services. (4/2003 to present) Previously served as Chief Operating Officer for a privately held Nursing Home Company with four facilities representing 485 beds. Responsible for all aspects of management of the company (1981 to 1984). Facility Administrator for 173 bed licensed nursing facility. Responsible for all aspects of facility operation, integrated facility into the University of Oklahoma School of Medicine, Family Practice Residency Program (1980 to 1982). Facility administrator for a 112 bed Intermediate Care Facility providing specialized programs and services for adult mentally retarded. Developed programs and services enabling certification as a specialized facility (1975 to 1980) Facility administrator for two nursing facilities totaling 110 beds. Responsible for all aspects of facility management (1972 to 1975)
Nursing Facility Receiver/Monitor: Approved by the State of Oklahoma to serve as receiver, monitor, and/or temporary manager for distressed nursing facilities. Served as monitor for the Oklahoma State Department of Health for distressed nursing facilities. Served as Court Appointed Receiver responsible for all aspects of facility operation. Served as receiver for three facilities with 443 beds from April 1992 through August 1993. Served as receiver for a 110 bed facility for mentally retarded adults from July, 1996 through April, 1997. Recently completed six months service as temporary manager appointed by the State of Oklahoma to oversee closure of facility and relocation of residents of a 90 bed distressed facility in southeast Oklahoma.
Legal: Attorney in private practice in Oklahoma City. Licensed to practice before both State and Federal Courts, consulted and represented health care providers in both civil and administrative actions represented physicians before State Medical Licensure Board. Represented nurses before the Oklahoma State Board of Nursing. Represented providers before various administrative agencies in matters such as certificate of need applications, licensure and/or certification proceedings, adverse administrative agency action, involuntary patient discharge... Health Facilities Consulting: Consultant to Nursing Homes, Retirement Centers, Hospitals, and Physicians. Consulted nursing home operators in resolution of problems at distressed facilities. Consulted providers in facility census development, crisis management, marketing, transfer/acquisition, strategic planning, financing, personnel management, employee retention, organizational structure, regulatory compliance, public relations, and development of new services. Represented health care providers on excess of 50 Certificate of Need proposals representing an excess of $75,000,000 in capital expenditure for the acquisition, expansion, and establishment of new services in nursing homes, ambulatory surgery centers, and retirement centers. Conducted market analysis, economic feasibility studies, and need analysis (October 1984 to present)
Nursing Home Administrator Preceptor: Completed training by the Oklahoma State Board of Examiners for Nursing Home Administrators to serve as Preceptor for Nursing Home Administrators in training.
Forensic Consultant: Served as an expert witness and/or litigation consultant for both plaintiff and defense attorneys in matters involving administration of licensed nursing facilities, psychiatric hospitals, and/or assisted living centers. Consulted in cases in Florida, Georgia, Alabama, Indiana, Texas, Louisiana, Kentucky, Kansas, Illinois, and Oklahoma. Recently completed service as forensic consultant for the State of Florida action brought by the ACLU and the United States Department of Justice. (1990 to present)
